This GPE Policy Paper presents an agenda and operational framework for advancing sustainable financing for education. It positions education as a long-term investment that supports learning, inclusive growth, economic development and fiscal resilience.
The paper introduces sustainable financing pathways that help countries translate education reform priorities into fiscally credible, sequenced and financeable investment plans. The framework is built around four pillars: macro-fiscal and government capability anchoring; policy costing and investment planning; structured education investment offers; and financial architecture and delivery channels.
It also highlights the importance of institutional ownership and coordination among governments, development partners, civil society, teachers, communities and other stakeholders. The framework ultimately seeks to strengthen domestic education financing, reduce aid dependence, build institutional financing capacity and support long-term improvements in learning outcomes and fiscal sustainability.
