The Early Childhood Care and Education Policy (2025)

Abstract

The Early Childhood Care and Education (ECCE) Policy provides a national framework for strengthening the delivery, coordination and management of early childhood care and education in Uganda. It sets out policy directions and strategies to improve equitable access to quality ECCE services, strengthen regulation and service delivery, and clarify the responsibilities of government institutions, education providers, development partners, families and communities.

The policy addresses key priorities including early childhood development, inclusive access to education, financing, stakeholder coordination and monitoring and evaluation. It provides a reference for policymakers, education practitioners, researchers and organisations working to improve early learning opportunities for young children.

For inclusive education stakeholders, the policy offers a foundation for understanding Uganda's approach to early learning and the systems required to support quality, equitable and inclusive ECCE services.
